Dr Elizabeth Buchanan

Qualifications: PhD (Australian National University), Bachelor of Arts (Politics and Philosophy) – Monash University; Honours Degree of Bachelor of Arts (Politics) – Monash University.

Short Biography: Elizabeth’s specialization is Russian foreign energy strategy, with a specific research interest in Russian polar strategy. She has recently completed her Ph.D. on Putin’s Arctic strategy and holds an Honours thesis on Russian-Ukrainian natural gas relations under Putin. Elizabeth has held a Visiting Scholar position at The Brookings Institute, Washington, and is a Fellow at the Institute of the North, Alaska. In 2012, she was an Australian Institute of International Affairs ‘Emerging Scholar’. Elizabeth is currently Manager of the Rio Tinto China Economy Program at ANU’s Crawford School of Public Policy.

Research Interests: Energy security; The geopolitics of oil; Russian foreign energy strategy; Sino-Russian energy relations; Energy strategies of great and emerging powers; Petrostate models; Political philosophy.

Current Research Projects: “Russian Arctic Strategy: East-West Conflict or Cooperation?”

In August 2007 a titanium Russian flag was firmly planted on the seabed of the Arctic Ocean. As discovered global energy resources dwindle in the face of increasing global demand, fuelled in particular by the rise of China, the Arctic has rapidly become the focus of intense geopolitical interest. Certainly, Russia’s assertive Arctic stance has intensified international focus upon the region as it emerges as a potential flashpoint for conflict. This research examines the key drivers of Russian Arctic strategy under Vladimir Putin and assesses the implications of a looming Arctic carve up for international energy security.
