Responsibilities.  Reporting to the Provost through the Associate Provost for Education & Faculty, the Director of Institutional Effectiveness is responsible for conducting the College’s institutional assessments, evaluating its effectiveness and sustaining its compliance with accreditation standards.  The Director of Institutional Effectiveness facilitates: the collection, analysis, interpretation, and reporting of institutional data in support of the evaluation of the quality, integrity, and effectiveness of its academic programs; the application of higher education best practices to NWC mission; program evaluations that enhance the College’s mission effectiveness, planning processes, and decision making; and fosters a culture of assessment throughout the College.  The incumbent is responsible for keeping cognizant of Congressional and DoD-mandated joint professional military education requirements; working collaboratively with academic and administrative units within the College; overseeing relations with an external research vendor to develop and implement comprehensive assessment instruments throughout the curricula; assisting the College’s faculty focused on research, gaming, analysis, academic outreach, international engagement, and academic services with systematic approaches to improving organizational effectiveness.  As a member of the faculty and as the conditions allow, the Director should be able to teach resident, low-resident, or non-resident students in core or elective courses.

Qualifications and Competencies:  The Provost seeks candidates who have the ability to design, organize, and manage complex projects; conduct data analysis; interpret, display and report assessment data; and work collaboratively with College leaders, faculty and staff to accomplish institutional goals.  The ideal candidate will possess thorough knowledge of academic programs and learning environments; extensive familiarity with accreditation processes, guidelines, and standards; excellent project management, interpersonal, and negotiation skills; a strong commitment to diversity and inclusivity; and the ability to promote an organizational culture that values data-driven assessments, demonstrates a commitment to institutional effectiveness, and improves College programs through action.

A masters degree is required, a Ph.D. is strongly preferred.  Additionally, substantive (quantitative and qualitative) research experience, is required, preferably at an academic institution.  If you have current or previous military service, include rank and dates of service.

Appointment.  The appointment is governed by provisions of 10 USC 8748 as delegated by the Secretary of the Navy, and the regulations of the U.S. Office of Personnel Management that apply to “Excepted” appointments under Schedule A.  For the successful candidate, the initial term of appointment is expected to be four years in length with provision for renewal dependent on performance.  This is not a remote work position; however, the incumbent may be eligible for telework as determined by policy and the position requirements.  The incumbent may be expected to travel on occasion.  This is a full time, non-tenure track position.  Expected start date is summer 2025.

Salary Considerations.  Salary is competitive and is accompanied by a generous Federal Civil Service package that includes health insurance, pension and retirement saving plans (with employer matching contributions), paid annual vacation and sick leave, and other benefits. Responsibilities: The successful candidate will develop and teach WPS electives and core courses tailored specifically for JPME. They will provide lectures and facilitate seminars across core teaching departments and organize faculty development and student learning opportunities. The incumbent will play a key coordination role in the successful planning and execution of NWC’s annual WPS Symposium and other events. Dean of International Programs (IP).  The Dean leads the College’s educational, research and engagement efforts with allies and partners. The Dean reports directly to the Provost and is ultimately responsible to the PNWC for the success of the College’s International Programs.

 

Responsibilities.  The Dean of International Programs (IP) oversees the College’s vigorous Security Cooperation Program that focuses upon the academic requirements of the international naval community.  The Dean develops and delivers curriculum. The Dean is responsible for the administrative, financial, and housing requirements of approximately 200 international students, as well as their dependents, attending the College each year. The Dean operates a robust Field Studies Program that includes extensive travel around the United States. The Dean supervises the IP faculty and staff and manages a large departmental budget that incorporates both Title 10 and 22 funds. The Dean communicates directly with both national and international stakeholders of the College, supervises the Chief of Naval Operations’ biennial International Seapower Symposium, and executes annual Regional Alumni Symposiums around the world.

 

Qualifications.  The President seeks candidates who are successful, proven leaders with extensive experience in international engagement. A master’s degree in Security Studies, International Relations, Regional Studies, or a relevant, related field is required.  An earned PhD or other terminal degree is desired but not required.  The ideal candidate will have an understanding of the mission the college accomplishes for the Navy and the Department of Defense, a background in education, extensive experience in security cooperation, the ability to lead a diverse group of faculty and staff, and competence in financial/resource management.

College of Distance Education (CDE). The CDE delivers graduate-level, Intermediate-level Joint Professional Military Education (JPME-I) courses that combine to provide an in-depth study of war at the strategic, theater-strategic, and operational levels of war. Curriculum is delivered based upon the learning objectives of JPME as defined in the Joint Staff Officer Professional Military Education Policy (OPMEP), and upon the NWC’s National Security Affairs Department (NSA) Theater Security Decision Making (TSDM), Strategy and Policy (S&P) Department Strategy and War (S&W), and Joint Military Operations (JMO) Department Joint Maritime Operations (JMO) curricula. Responsibilities. Incumbent teaches the Theater Security Decision Making (TSDM) course at the Intermediate Service College level with duties including: conducting classroom and online instruction; reviewing and evaluating student essays, examinations, and other written and verbal assessments; developing curricula; conducting research and contributing to the knowledge base of professional fields, making significant contributions to the research, analysis, and war gaming functions of the NWC; performing various types of service to the College; traveling to, and lecturing at, nonresident seminars around the country as required; and performing educational administrative functions as required.
The TSDM course educates NWC students in contemporary security studies at both the strategic and the theater-strategic levels. In support of this primary objective, the department develops core curricula and provides graduate-level interdisciplinary instruction in the primary areas of international relations and regional security studies, foreign policy analysis, and U.S. foreign policy as they are influenced by strategic planning and selection of future military forces; their potential use along with other tools of national power; the nature of economic, political, organizational, and behavioral factors that affect decision making on national security issues; the role and impact of individual leaders; and, the use of expanded critical thinking and analytic skills to formulate and assess strategies and policies to achieve desired outcomes within complex national security organizations.
Qualifications. Required qualifications include an advanced degree from an accredited university in one or more of the following areas: International Affairs, International Relations, Management, or a related field; and demonstrated experience working in the national security and defense environments.
