Jessica Pennetier is a linguist and international relations expert. She spent 5 years in the Army and
worked for the German Marshall Fund of the United States, a transatlantic think tank. She is
currently the head of international affairs at the Choose Paris Region Agency.

Anne-Laure Mahé

Anne-Laure Mahé is a researcher on Eastern Africa at the Strategic Research Institute of the French
Military Academy. She owns a PhD in Political Science from the University of Montreal and is
specialized in the functioning of authoritarian regimes and has worked on the case of Sudan.

Joanne Kirkham

Treasurer
Joanne Kirkham is a researcher in international humanitarian law at the University of Paris II
Panthéon-Assas. After an academic background focused on international law and human rights, she
began a PhD in 2017. Her dissertation focuses on autonomous weapons systems (killer robots) and
addresses the challenges posed by these new technologies with regard to international law.

Héloïse Fayet

Héloïse Fayet is an analyst working on the Middle East at the French Ministry of Defense and a
reservist in the French Navy. After studying international security and journalism at Sciences Po Paris,
she worked in various administrations in France and abroad.
