Dean of International Programs (IP).  The Dean leads the College’s educational, research and engagement efforts with allies and partners. The Dean reports directly to the Provost and is ultimately responsible to the PNWC for the success of the College’s International Programs.

 

Responsibilities.  The Dean of International Programs (IP) oversees the College’s vigorous Security Cooperation Program that focuses upon the academic requirements of the international naval community.  The Dean develops and delivers curriculum. The Dean is responsible for the administrative, financial, and housing requirements of approximately 200 international students, as well as their dependents, attending the College each year. The Dean operates a robust Field Studies Program that includes extensive travel around the United States. The Dean supervises the IP faculty and staff and manages a large departmental budget that incorporates both Title 10 and 22 funds. The Dean communicates directly with both national and international stakeholders of the College, supervises the Chief of Naval Operations’ biennial International Seapower Symposium, and executes annual Regional Alumni Symposiums around the world.

 

Qualifications.  The President seeks candidates who are successful, proven leaders with extensive experience in international engagement. A master’s degree in Security Studies, International Relations, Regional Studies, or a relevant, related field is required.  An earned PhD or other terminal degree is desired but not required.  The ideal candidate will have an understanding of the mission the college accomplishes for the Navy and the Department of Defense, a background in education, extensive experience in security cooperation, the ability to lead a diverse group of faculty and staff, and competence in financial/resource management.

 

Candidates must be U.S. citizens capable of obtaining a Department of Defense security clearance at the SECRET level.

 

Appointment.  The appointment is governed by provisions of 10 USC 8748 as delegated by the Secretary of the Navy, and the regulations of the U.S. Office of Personnel Management that apply to “Excepted” appointments under Schedule A.  For the successful candidate, the initial term of appointment is expected to be four years in length with provision for renewal dependent on performance.  This is not a remote work position; however, the incumbent may be eligible for telework as determined by policy and the position requirements.  The incumbent may be expected to travel on occasion.

 

Salary Considerations.  that includes health insurance with employer contribution, retirement savings plan, paid vacation and sick leave, and other benefits.  Academic rank and salary are commensurate with experience and credentials in accordance with Department of the Navy Faculty Schedule and NWC policy.

College of Distance Education (CDE). The CDE delivers graduate-level, Intermediate-level Joint Professional Military Education (JPME-I) courses that combine to provide an in-depth study of war at the strategic, theater-strategic, and operational levels of war. Curriculum is delivered based upon the learning objectives of JPME as defined in the Joint Staff Officer Professional Military Education Policy (OPMEP), and upon the NWC’s National Security Affairs Department (NSA) Theater Security Decision Making (TSDM), Strategy and Policy (S&P) Department Strategy and War (S&W), and Joint Military Operations (JMO) Department Joint Maritime Operations (JMO) curricula. Responsibilities. Incumbent teaches the Theater Security Decision Making (TSDM) course at the Intermediate Service College level with duties including: conducting classroom and online instruction; reviewing and evaluating student essays, examinations, and other written and verbal assessments; developing curricula; conducting research and contributing to the knowledge base of professional fields, making significant contributions to the research, analysis, and war gaming functions of the NWC; performing various types of service to the College; traveling to, and lecturing at, nonresident seminars around the country as required; and performing educational administrative functions as required.
The TSDM course educates NWC students in contemporary security studies at both the strategic and the theater-strategic levels. In support of this primary objective, the department develops core curricula and provides graduate-level interdisciplinary instruction in the primary areas of international relations and regional security studies, foreign policy analysis, and U.S. foreign policy as they are influenced by strategic planning and selection of future military forces; their potential use along with other tools of national power; the nature of economic, political, organizational, and behavioral factors that affect decision making on national security issues; the role and impact of individual leaders; and, the use of expanded critical thinking and analytic skills to formulate and assess strategies and policies to achieve desired outcomes within complex national security organizations.
Qualifications. Required qualifications include an advanced degree from an accredited university in one or more of the following areas: International Affairs, International Relations, Management, or a related field; and demonstrated experience working in the national security and defense environments.
Other qualifications that will make candidates especially competitive include: an earned Ph.D. in one of the academic fields noted above; teaching experience at the graduate level; academic program management experience; graduation from a U.S. military senior- or intermediate-level Service College and JPME I and/or II certification; military Service College teaching experience; experience and competence in internet-based instruction; and distance learning experience at the graduate level.

The Graduate School of Public and International Affairs (GSPIA) at the University of Pittsburgh invites applications for a tenure-stream faculty position at the assistant professor level in the field of international affairs with a focus on international security, broadly defined, to begin in the fall term of 2024.

The successful candidate will have both research and teaching interests related to international security. We conceive of international security broadly: potential areas of focus within this policy area include but are not limited to, alliances and international organizations, arms control, diplomacy, economics and security, foreign policy, national security policymaking, proliferation and use of weapons of mass destruction, and technology and security. We seek candidates whose research and teaching complement the existing strengths of the School. Applications from candidates with specific regional expertise are especially welcome. Theoretical and methodological approaches are open. Applicants must have earned a Ph.D. in a relevant field (e.g., international affairs, political science, economics, security studies, public affairs, psychology, or history) by the time of hire.
